As of 9 May 2011 all users of the sites
will be required to provide proof to site
staff that they live in one of the ELWA
boroughs - a current Council Tax bill or
driving licence - in order to dispose of
their waste free of charge. If one of
these forms of ID are not presented a
charge (cash only) may be made to
access the site  (frizlands)
Coming by van, pick-up truck or in a vehicle
with a trailer
Residents coming in these vehicles must
call to make an appointment to visit the site
at least 24 hours in advance, using the
contact details to the right. You will need to
bring one form of identification, such as a
council tax or utility bill, bank statement or
regent agreement, with you on the day as
proof that you live in the borough.
Reuse and Recycling Centres
Bexley residents can use these sites to
dispose of bulky household waste and
recyclable materials free of charge.
Please display your orange permit to gain
entry to the centres.
Van policy
If you are a business and visit the centre in a
van there will be a charge for your waste.
If you are a resident
you can only bring a van
to the centre on Saturday and Sunday
8am to 3.30pm.
Residents must provide a recent Council tax
bill or utility bill and photo identification such
as a driving licence when they arrive.
Information for traders
All commercial waste is subject to a Duty of Care
waste transfer note.
Vehicles using the site (where applicable) must be
registered with the Environment Agency and be
able to produce a waste carrier registration or
certificate number when requested. Information
about how to obtain a waste carriers licence is
available on the Environment Agency website.
Traders are now required to wear 'high vis' jackets -
fluorescent jackets, hard hats and suitable footwear -
when visiting the site.  This is to minimise the risk of
injury to traders as they are in closer proximity to
mechanised vehicles than the facilities used by

Vans, high-sided vehicles and vehicles with trailers:
If you own a van, vehicle over 1.75 metres (6ft) in
height or intend to use a trailer, you can still use the
HRRC but access times are restricted in order to
reduce congestion at busy times.If you visit the
HRRC using a van or other commercial vehicle you
will be required to show a valid resident's permit,
Photo ID and proof of address (if not shown on the
Photo ID). You will then be asked to complete an
"honesty form", given to you by staff, before entry to
the site. The honesty form requires you to declare
that you are only carrying your own household waste.
If you are visiting in a van, or are carrying
large amounts of restricted waste then
please call the Customer Contact Centre
on 0208 554 5000 at least 48 hours in
advance to arrange a trip.

London Waste Authority (NLWA). The HRRC will
operate in the same way as it has done whilst
