westminster council loading rules in parking bays

Westminster council allow unlimited loading time before 11a.m. and 20 minutes
after 11a.m. on yellow lines and 20 minutes in parking bays http://www.westminster.gov.uk/transportandstreets/parking/loading/loading_parkingbays.cfm
The reason i write this is they gave me a ticket at 10.30a.m. while loading for taking 35 minutes.So much for Westminster’s new common sense approach.

although i am on a yellow line they may get me for overhanging the pay and display.i didnt want to block the drop down kerb or be too near the crossing.

I don’t know what is wrong with the people in the Westminster council. The wardens there behave like scavenging birds.

Dear Mr Glass
Thank you for your correspondence regarding the above Penalty Charge Notice(PCN).I have carefully considered the points you have raised and reviewed the details of the case in full.I can confirm that this PCN has been cancelled.
The PCN was issued as the vehicle was observed parked in a pay by phone bay without payment however,as you have stated you were loading and unloading no further action will be taken.In regards to your comment about loading and unloading,you are permitted to load and unload for as long as needed between 6.30p.m. and 11a.m.,bear in loading activity mist be obvious to the Civil Enforcement Officer.
You are no longer liable for this charge.

Traffic wardens are ok I find when they see a van- maybe different down there. You would be amazed a lot of folk don’t know parking rules for single yellow/doubles unloading etc and just pay up.
One ‘joker’ up here suggested you had 2 mins load/unload on a single yellow but I won’t go into that as he’s just embarrassing…
